  • The Foreigner Information Center provides multilingual, comprehensive civil affairs consultation services related to immigration, residence, nationality, investment, employment, and other administrative and living matters that foreigners need when living in Korea.

2. Local immigration office, foreigner office

  • The regional immigration office and foreigner office are in charge of foreigners’ entry, stay, and visa-related matters. To apply for immigration-related matters, you must find out the jurisdiction of your place of residence, prepare the necessary documents, and make a reservation at Hi Korea (www.hikorea.go.kr).

3. Visa

  • Anyone visiting the Republic of Korea must have a visa according to the purpose of visit, such as employment, travel, or study, and the visa must be attached to the passport. Even if you have a visa, you may not be permitted to enter the Republic of Korea.

1) Types of visas by residence status

2) How to obtain a visa

  • Application and Issuance Location: Embassy or Consulate of the Republic of Korea ⇨ In certain cases, a visa issuance certificate (or visa issuance certificate number) is issued by a regional immigration office or branch office (Sejong-ro, Ulsan, Donghae, Sokcho).

  • Required documents: Passport, visa application form, required documents for each residence status (for more information, visit www.hikorea.go.kr)

  • Visa issuance fee: Varies depending on length of stay, but is approximately $40 to $90.

4. Stay

  • You can make electronic civil applications and make reservations (required) through Hi Korea, an e-government system for foreigners. Same-day reservations are not possible, but for extensions of stay, reservations can be made starting from 4 months before the expiration date. Reservations can be cancelled up to 1 day before the scheduled visit date.

1) Duration of stay

  • Short-term stay: 90 days or less / Long-term stay: 91 days or more / Permanent residence: No restrictions ✽For long-term stays and permanent residence, alien registration or domestic residence report must be completed within 90 days from the date of entry.

2) Program for early entrants

  • In Korea, various programs are being operated to help foreigners who first enter the country to adapt to life in Korea smoothly. Information about the programs and application for them are provided in detail on the Ministry of Justice’s Social Integration Information Network (www.socinet.go.kr).

  • Early adaptation program •Target: Foreigners who are legally staying in Korea for the purpose of long-term stay •Education time: 2~3 hours

  • Korea Immigration & Integration Program (KIIP)

  • Target audience: Immigrants and foreigners wishing to settle in Korea

  • Curriculum: Korean language and culture course ⇨ Basic 15 hours, 100 hours each from level 1 to level 4 Understanding Korean society course ⇨ 5-level course, basic 70 hours, advanced 30 hours

  • How to apply: Ministry of Justice Social Integration Information Network (www.socinet.go.kr)

5. Alien Registration

  • Foreigners who intend to stay in Korea for more than 90 days from the date of entry must obtain an alien registration card. Foreigners who have completed registration can receive health insurance benefits, and their children can enter Korean or foreign schools. Foreigners must always carry their alien registration card.

1) Application target

  • Foreigners who wish to stay in Korea for more than 91 days

  • A person who has lost Korean nationality and acquired foreign nationality

  • Foreigners born in the Republic of Korea who intend to stay for more than 91 days from the date of granting residence qualification ※The validity of old alien registration cards issued according to previous regulations remains valid until reissued

※ Foreigner registration exemption target

  • Diplomatic, official, and agreement holders and their families (A-1, A-2, A-3)

  • Canadian citizens who intend to stay for less than 6 months and who wish to engage in activities that fall under one of the following residency statuses: Culture/Arts (D-1), Religion (D-6), Visiting Cohabitation (F-1), Dependent (F-3), Other (G-1)

  • Persons engaged in important work related to diplomacy, industry, and national defense, their families, and other foreigners whom the Minister of Justice deems necessary to be specially exempted from alien registration

  • Registered foreigners under 17 years of age (must register as foreigners within 90 days of turning 17)

2) Registration period

  • Foreigners who wish to stay for more than 91 days: Within 90 days from the date of entry

  • Foreigners who have been granted or have been granted permission to change their residence status: As soon as they receive permission

3) Registration procedure and method of receiving registration certificate

  • Applicants for alien registration must submit the following documents to the local immigration office or branch office in charge of their address.

  • Alien registration application form, passport, 1 color photo (3.5 cm x 4.5 cm), required documents according to residence qualification, fee of 30,000 won, documents proving residence (lease contract, confirmation of accommodation provision, notice of expiration of period of stay, utility bill payment receipt, etc.)

  • The validity period for alien registration is one year and must be renewed before expiration.

  • You can receive your registration certificate in person at the application location or by mail, and it takes about 4 weeks to receive it. ※ Before visiting the local immigration office or foreigner office, you must make a reservation in advance on the 'Hi Korea' (www.hikorea.go.kr) website. (Documents for foreigner registration can be checked on the Hi Korea website or by calling the Foreigner Information Center (1345 Call Center).)

4) Various reporting obligations

  • Foreigners have various reporting obligations. If they fail to comply with their obligations, they will be subject to fines or penalties, so they must be careful. ※ Foreigners who are required to report changes to their alien registration information must report changes to their local immigration office or foreigner registration office if any of the following reporting reasons apply.

    • Alien registration (within 90 days)

    • Report of change in residence (within 15 days, within 14 days for F-4 status): Registered foreigners (including resident foreigners) must report to the immigration office or foreigner center with jurisdiction or the town/village/dong resident center within 15 days of a change in residence.

      • Documents to be submitted: Passport, Alien Registration Card, Change of Residence Notification, Proof of Residence

    • Report of changes in registration information (within 15 days): Registered foreigners must report changes in registration information to the immigration office or foreigner office within 15 days. (In the case of passport changes, report within 45 days.)

      • Name, gender, date of birth and nationality

      • Passport number, date of issue and expiration date

      • Change of affiliation or organization (including change of name)

      • School status, occupation and annual income

      • Commencement and change of employment for visiting employment (H-2)

      • Start of training and change of training institution for job seekers (D-10) (intern report)

    • Departure before expiration of period of stay or extension of period or change of qualification

    • Departure or qualification within 90 days of birth of child

    • Report of changes in employment (within 15 days): Employers of foreigners with residence permits that allow employment must report within 15 days of the occurrence of specific reasons* (if the foreigner is fired, retires or dies, if the whereabouts of the employed foreigner becomes unknown, or if important terms of the employment contract are changed).

    • Foreign student reporting obligation

      • The head of a school, etc. where a foreign student or language student is enrolled or studying must report to the head of the immigration office or branch office within 15 days from the date of learning of the following circumstances:

      • When a foreign student who has been admitted or granted a study permit does not register within the registration period for each semester or takes a leave of absence

      • When a foreign student's study abroad or training ends due to reasons such as expulsion, suspension of training, or disappearance

      • Reporting method: Report changes in employment or training (study abroad) of foreigners through the international student information system

      • If you do not report within 15 days from the date you became aware of the reason for reporting, you will be subject to a late fee.

    • If any of the following reasons apply, you must return your alien registration card to the local immigration office.

      • Reason for return

        • When a registered foreigner leaves the country completely

        • When a registered foreigner renounces his or her nationality and acquires Korean nationality

        • When a registered foreigner dies

        • When a registered foreigner qualifies for exemption from alien registration

      • Return period

        • For those who are completely leaving the country, return it at the airport (can also be returned at the airport)

        • If a registered foreigner acquires Korean nationality, within 30 days from the date of acquisition. Submit a document proving acquisition of Korean nationality and a certificate proving loss of foreign nationality together.

        • When a registered foreigner dies, a medical certificate, autopsy report, or other death certificate must be submitted within 30 days from the date of confirmation of death.

        • ※ If you do not return your alien registration card within the deadline, you will be subject to a fine.

    • Mandatory tuberculosis testing

      • When citizens of high-risk countries for tuberculosis apply for a visa or apply for a change in residence status or extension of stay in Korea, they must also submit a tuberculosis diagnosis. Those with A-1, A-2, or A-3 residence status and children under 6 years of age are exempted. Tuberculosis tests can be conducted at public health centers, and the tuberculosis diagnosis is valid for 3 months.

      • ※ High-risk countries for tuberculosis: Nepal, East Timor, Russia, Malaysia, Mongolia, Myanmar, Bangladesh, Vietnam, Sri Lanka, Uzbekistan, India, Indonesia, China, Cambodia, Kyrgyzstan, Thailand, Pakistan, Philippines, Laos, Kazakhstan, Tajikistan, Ukraine, Azerbaijan, Belarus, Republic of Moldova, Nigeria, South Africa, Ethiopia, Democratic Republic of the Congo, Kenya, Mozambique, Zimbabwe, Angola, Peru, Papua New Guinea

6. Overseas Koreans

  • Overseas Koreans include both 'overseas nationals' and 'foreign nationals'. Overseas Koreans refer to Korean nationals who have acquired permanent residency in a foreign country or who reside in a foreign country for the purpose of permanent residence, while foreign nationals refer to those who have held Korean nationality or have acquired foreign nationality as direct descendants of such people and meet certain requirements. Those who stay abroad for a short period of time are not considered overseas Koreans.

1) Issuance of Resident Registration Card for Overseas Koreans

  • This refers to registering Korean nationals who have acquired permanent residency in a foreign country (including living abroad for the purpose of permanent residency) or who have emigrated overseas after January 22, 2015 as overseas nationals and issuing a resident registration card that states “overseas national.”

  • The Overseas Korean Resident Registration Card allows you to maintain your resident registration even after moving abroad, and since it gives you the status of a citizen of the Republic of Korea, it is convenient for economic activities such as financial and real estate transactions.

  • Issuance target and contents

  • When an overseas national enters or leaves the country for the purpose of staying in Korea or abroad for more than 30 days, he or she must report to the local town/village office.

  • Anyone who is registered as a resident and is 17 years of age or older and living overseas can apply.

  • Application for issuance is possible after reporting resident registration or overseas emigration at the town/district office or neighborhood community center.

  • Required documents

  • A copy of the overseas national registration or residence passport, and one photo for issuing the resident registration card

2) Report of residence of foreign nationals (F-4)

  • Reporting period

    • If you have been issued an Overseas Korean (F-4) visa and wish to stay in Korea for more than 91 days from the date of entry, you must visit the immigration office with jurisdiction over your place of stay within 90 days and report your domestic residence.

  • How to report

    • Visit the immigration office in person (advance reservation required on the Hi Korea website)

    • Hi Korea website (www.hikorea.go.kr) electronic civil petition, etc.

  • Required documents

    • Integrated application form, passport, domestic residence report, proof of residence documents

    • ※ If you do not report a change of domestic residence, a fine of up to 2 million won will be imposed.

  • Move to Geoso

    • If the reported residence changes, you must visit the immigration office or foreigner office with jurisdiction or the administrative welfare center of the city, county, district, or town, township, or dong under your jurisdiction within 14 days to report the change of residence.

  • Return of the certificate of registration

    • If any of the reasons listed below occur, you must return your domestic residence report to the immigration office in charge.

    • When a foreign national becomes a citizen

    • Within 30 days from the date of completion of resident registration

    • In case a foreign national loses his/her overseas compatriot (F-4) residence status

    • Within 30 days from the date of learning of loss of overseas Korean (F-4) residency status

    • If you change to a different residence status

    • When the change of residence status is granted

    • In the case of a foreign national compatriot dying in Korea, within 30 days from the date of learning of the death

    • In case a foreign national compatriot leaves the country without any intention of re-entering within the period of stay of his/her overseas compatriot (F-4) status

    • ※If you do not return your residence registration certificate, a fine of up to 1 million won will be imposed.

7. Departure

  • Foreigners holding a valid passport may freely leave the country. However, suspects of criminal activity may be detained or deported, and if they leave the country after the granted period of stay, they must go through the prescribed procedures at the local immigration office or foreigner office.

  • Foreigners who permanently leave the country must return their alien registration card at the time of departure inspection. Foreigners who are prohibited from leaving the country may be subject to restrictions on their residence and scope of activities, and foreigners who remain after the expiration of the departure period may be subject to forced deportation or criminal punishment. Foreigners who receive a departure ban order may submit an objection to the Ministry of Justice within 10 days from the date of receiving the order.
